Problem with Outlook email submissions

I'm having problems with shipments of emails to Outlook
Server does not send only receive emails outlook

Gmail drops in spam
Yahoo sends regular smoothly someone could help

action to preform
1)
add new SPF/TXT to your dns
Domain.com (TXT) v=spf1 mx a ?all
Domain.com (SPF) v=spf1 mx a ?all

2)
add your domain and server ip to microsoft JMRP program
https://postmaster.live.com/snds/JMRP.aspx

wait for response from Microsoft and once you approved up to 48h it will work
