I can not seem to create this exploit problem

I can not see other accounts in ftp (login in using filezilla client on desktop) other then the users account it is.
I can not create a domain if someone is using it on a another account let alone sub-domain with soneones domain not in your own account.
Were is the exploit exactly?  anyone
I am running windows 7 ultimate 64bit AWServer+ZPanelX 2.2
